Disabled icloud photo library on all my devices, restarted imac and enabled icloud photo library on only the imac. the upload is progressing, but is really slow. didn't think it would be this bad.. Create a new photos library, set it to be the system photo library, and let photos download everything from icloud photo library again. unfortunately, this approach destroys all projects (cards, calendars, and books)..
